supervisor-exit-code: source files

Companion files for The supervisor is an exit code, copied from the (private) hub repo.

• supervisor_stop.py — the Stop hook: decision core, safety rails, Gemini escalation (236 lines)
• test_supervisor_stop.py — 14 tests over the decision core and end-to-end subprocess paths
• settings-stop-wiring.json — the Stop-chain entries from .claude/settings.json
• run.example.json — the armed run config from the five-candidate validation run

Micro-run ledger, supervisor event log, and the full measurement record are public in oaustegard/experiments. The fitness CLI is remex PR #79.
